The best days to view Jupiter is when Jupiter and the Sun cross the meridian close to the maximum of 12 hours apart.
The maximum occurs when the Earth is closest to Jupiter.
When they cross the meridian three or less hours apart, observing Jupiter will be difficult to impossible.
The tables show that the Earth's closest approach to Jupiter occurs Jan 1 2002
and then again February 2 2003.
(We'd be correct to deduce from this that the orbital period of Jupiter is just shy of 12 years -- it is 11.85 years).

The best time to start taking data for Roemer's experiment would have been
3 months before Jan 2002 (it is Dec 2001 as of this writing) extending to
3 months after.
Early in 2002 we should be able to get the experiment prototyped and collect
some preliminary data.
Later in the year (Oct 2002) we should be well prepared for the start of a complete 6 month run centered on Feb 2 2003.
